About Jennifer
Jennifer Skeels is a health care attorney who advises health systems, physician practices and non-acute providers on complex operational, regulatory and clinical matters.
Jennifer brings a practical perspective to helping providers navigate compliance and patient care challenges. She regularly counsels clients on licensure, survey readiness and response, EMTALA compliance and a range of operational issues affecting clinical services and care delivery. Jennifer also advises on timely and evolving regulatory areas, including reproductive and gender-affirming care, helping providers understand and navigate varying state requirements. In addition, she works closely with hospitals and physicians on value-based care initiatives that align with regulatory requirements and organizational goals.
Jennifer’s practice includes:
- Advising on EMTALA compliance, including policy development, survey citation and response, Quality Improvement Organization review and OIG negotiations;
- Negotiating and advising on physician contracting arrangements, including hospital-based specialties;
- Advising on strategic affiliations among hospitals, physicians, non-acute providers and other health care industry participants;
- Supporting hospitals and physician groups on clinical operations, patient care delivery and patient financial assistance programs; and
- Assisting with value-based payment models, including bundled payment and gainsharing arrangements.
Prior to attending law school, Jennifer worked as a registered nurse in Indiana and Illinois, an experience that continues to inform her strategic and implementation-focused approach to advising clients.
