About Elizabeth

Elizabeth Elias is a health care reimbursement attorney who advises hospitals and providers on Medicare and Medicaid payment issues, audits and a variety of regulatory appeals.

Her work spans the full arc of a reimbursement dispute, from the initial audit communication through administrative proceedings and, when necessary, into court. She also partners closely with in-house legal teams to help them prioritize and navigate payment issues as they emerge, providing clear, practical guidance to distill and triage complex reimbursement challenges.

Liz’s practice includes:

  • Pursuing Medicare cost report and claims appeals at the administrative and court levels;
  • Responding to Medicaid payment audits and communications from state agencies and their contractors;
  • Pursuing other appeals avenues within CMS related to a host of situations like Medicare Advantage plans and bundled payment initiatives;
  • Counseling hospitals on Medicare and Medicaid payment compliance with a particular emphasis on cost report compliance;
  • Advising provider-sponsored health plans and regulated insurance entities on licensure matters; and
  • Engaging with state and federal regulators on payment and operational issues.

Before law school, Liz worked as a budget analyst in the Indiana Office of Management and Budget, where she worked closely with health and human services stakeholders—experience that informs her strategic and analytical approach to reimbursement matters today.
