DMEPOS Round 2 Contract Suppliers Announced

The Centers for Medicare and Medicaid Services (“CMS”) announced today the contract suppliers for Round 2 and the national mail-order program of the Medicare Durable Medical Equipment, Prosthetics, Orthotics and Supplies (“DMEPOS”) Competitive Bidding Program. As of April 9, 2013, there are 799 suppliers that have been awarded contracts in this round, and these contracts will affect suppliers and beneficiaries in 91 competitive bidding areas.  Additionally, CMS announced 18 suppliers that accepted contracts to provide mail-order diabetic testing supplies at competitively bid prices nationwide. Registration Open for DMEPOS Competitive Bidding Round 1 Recompete

Centers for Medicare & Medicaid Services (“CMS”) has announced that registration is now open to all suppliers interested in participating in the Round 1 Recompete of the Medicare Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (“DMEPOS”) Competitive Bidding Program.

In order to submit a bid for the Round 1 Recompete, suppliers will need to first register in the Individuals Authorized Access to the CMS Computer Services (“IACS”) online application. Once suppliers are registered in IACS, suppliers will receive a user ID and password to access the online DMEPOS Bidding System (“DBidS”). Suppliers must register even if they registered during a previous round of competition (i.e., Round 1 Rebid, Round 2, or the national mail-order competition).  Suppliers that do not register will not be able to bid. Only One Week Left to Submit License to NSC in Round 2 Competitive Bidding

Suppliers participating in Round 2 and/or the national mail-order competition of the Medicare Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (“DMEPOS”) Competitive Bidding Program must have all applicable state licenses on file with the National Supplier Clearinghouse (“NSC”). Bidding suppliers must ensure that copies of applicable state licenses are recieved by the NSC on or before Tuesday, May 1, 2012.  Keep in mind, bids will be disqualified if the bidder does not meet all state licensure requirements to furnish the applicable product categories in every state in a competitive bidding area.

CMS Announces Timeline for Round 2 of Competitive Bidding

The Centers for Medicare & Medicaid Services (“CMS”) announced yesterday the timeline for Round 2 competitive bidding for Durable Medical Equipment, Prosthetics, Orthotics and Suppliers (“DMEPOS”), with registration set to begin on December 5, 2011.

According to the release from CMS, the 60-day bid window for Round 2 and the National Mail-Order Competition for Diabetic Supplies opens on January 30, 2012 and closes on March 30.

Other important dates include:
      • December 22: “Authorized officials” are strongly encouraged to register no later than this.
      • January 12:  “Backup authorized” officials are strongly encouraged to register no later than this.
      • February 9: Registration closes.
      • February 28: Document review date for bidders to submit financial documents.

Also posted at the competitive bidding website yesterday were 21 new documents that provide critical information for Round 2.  The documents provide information on grandfathering, financial documentation, exemptions, enteral nutrition, capacity and expansion plans, contract supplier obligations, national mail-order competition for diabetic supplies, eligibility requirements, specialty suppliers, subcontracting and other details.

Update to Scope of DMEPOS Claims Editing for Referring/Ordering Provider

Change Request (CR) 6421 was recently revised to remove chiropractors from the list of providers who may order or refer for Durable Medical Equipment, Prosthetics, Orthotics and Supplies (DMEPOS).  All other information in the CR remained the same.  As you will recall, in CR 6421, the Centers for Medicare & Medicaid Services (CMS) started the expansion of claim editing to meet the Social Security Act requirements for ordering and referring providers.    The claim editing is being expanded to verify that the ordering/referring provider on a claim is eligible to order/refer and is enrolled in Medicare and the Provider Enrollment, Chain and Ownership System (PECOS).

The editing expansion is being done in two phases.  We are still in Phase 1 of the implementation process, which began on October 5, 2009.   Under Phase 1, if the billed service requires an ordering/referring provider and the ordering/referring provider is not on the claim, the claim will not be paid. If the ordering/referring provider is on the claim, it will be verified that the ordering/referring provider is on the national PECOS file. If the ordering/referring provider is not on the national PECOS file, the claim will continue to process. 

Once Phase 2 is started, however, Centers for Medicare & Medicaid Services (CMS) will begin to reject claims if the ordering/referring provider does not have a PECOS record.  CMS has not yet announced when Phase 2 will begin, but has acknowledged that it will give providers sufficient notice before claims rejections begin.

National Supplier Clearinghouse Acknowledges Certain Issues in PECOS Conversion

The National Supplier Clearinghouse (“NSC”) has recently indicated it is aware that numerous Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (“DMEPOS”) suppliers are having issues with viewing and/or submitting revalidation information through the web-based Provider Enrollment Chain Ownership System (“PECOS”). NSC has indicated that the majority of these issues are due to information discrepancies when the supplier files were converted to PECOS. NCS is requiring suppliers who are having these issues to submit a paper revalidation. Once the paper revalidations are processed, NSC expects these conversion issues to be resolved and future web-based actions should be accessible.

DMEPOS Competitive Bidding Round 2 is Coming Soon

The Medicare Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (DMEPOS) Competitive Bidding Program Round 2 and the national mail-order competitions are coming soon. Though the bidding schedule has not yet been released, suppliers interested in bidding should begin their preparations now to help avoid unnecessary delays or rejection of a bid application.

Any supplier who plans to participate in the Bidding Program Round 2 or Mail Order Competitions should begin its preparation now by:

Updating the Supplier’s Information with National Supplier Clearinghouse (NSC).   If a supplier’s  file is not current, the supplier may experience delays and/or be unable to register and bid.  DMEPOS suppliers should review and update all supplier information on file with NSC, including but not limited to the name, Social Security number, and date of birth for all authorized official(s), as well as the correspondence address.  DMEPOS suppliers can update their enrollment via the internet-based Provider Enrollment, Chain and Ownership System (PECOS) or by using the 7/11 version of the CMS-855S enrollment form.

Obtain All Necessary Licenses.  Before a supplier submits a bid for a product category in a Competitive Bidding Area , the supplier must have all required state licenses for that product category on file with the NSC. Every location must be licensed in each state in which it provides services.  NSC may reject a bid if any license are expired or missing from a supplier’s enrollment file.

Obtain and Maintain Accreditation.  Suppliers must be accredited for all items in a product category in order to submit a bid for that product category.  Suppliers should verify they are accredited for all items in any product category they plan to bid on.

Revised 855S Enrollment Application

After October 31, 2011, DMEPOS suppliers will no longer be permitted to use the 07/09 version of the CMS-855S application and will be required to utilize the updated 07/11 version. The 07/11 version is available and may be used for submissions now. The newest version of the application has been updated to capture additional information pertinent to processing by the National Supplier Clearinghouse. If a supplier submits the 07/09 version after October 31, 2011, the application will not be processed and it will be returned to the supplier.

Also, keep in mind, as of March 25, 2011, DMEPOS suppliers are subject to an enrollment fee to obtain and maintain Medicare billing privileges. Suppliers are required to pay this fee when submitting enrollment information for initial applications, reactivations, revalidations or changes of ownership resulting in a change of Tax ID. The fee for calendar year 2011 is $505.

What Risk Categories Mean to Providers and Suppliers

Earlier this week, we highlighted the implementation by Centers for Medicare & Medicaid Services (CMS) of enrollment revalidations and screening categories, and which categories CMS places certain long-term care providers. It is important for providers and suppliers to understand what each screening category (limited, moderate, or high) entails and be aware of any events which could elevate screening categories.
