Leia C. Olsen


Leia C. Olsen is an attorney practicing in the Milwaukee and Philadelphia offices of Hall, Render, Killian, Heath & Lyman, P.C. Ms. Olsen's practice focuses on advising health care organizations on health care compliance and regulatory matters. In her role as Compliance Counsel for various clients, Ms. Olsen provides day-to-day guidance on issues such as physician arrangements, fraud and abuse, beneficiary inducement, excluded providers and other similar matters. In addition, she often leads clients through the OIG and CMS self-disclosure process and assists them in responding to government investigations conducted through federal enforcement agencies. Ms. Olsen further counsels clients regarding the functions of their compliance programs, including coordinating internal investigations of compliance-related concerns, recommending corrective action, reviewing program effectiveness and providing compliance education and training to organization staff and representatives. 

Ms. Olsen also frequently advises clients on Medicare and Medicaid coverage, billing and payment issues to ensure that each client properly bills for services and avoids any potential overpayment liability. To the extent clients have suspected billing and payment errors, Ms. Olsen can confidently lead the client through an internal review and, if necessary, the voluntary refund process. Her work in this area also often involves advising clients on licensure, certification and Medicare and Medicaid enrollment and participation requirements.

Finally, Ms. Olsen regularly counsels clients on federal and state patient privacy matters,including helping them with developing comprehensive privacy policies, assessing potential breach situations, analyzing business associate relationships and business associate agreements and responding to privacy complaints and investigations conducted through the Office of Civil Rights. She also advises clients on privacy matters involving complex state preemption analyses, including those involving the privacy of mental health and alcohol and drug abuse records.
